Then this app is right for you.
After brief shaking the time will be announced. Even if the display is turned off.
Format text field: here you can choose how the time is spoken. E.g. "It is %H.%M" or "%H %M"
%H - will be replaced by the current hour
%M - will be replaced by the current minutes
3 Buttons:
left button: speak time
middle button: start the shake detection service in background, so when you shake your phone it will speak the time
right button: stops the shake detection service
Note: please configure your Text-to-speech settings correct, so the app can speak the time in every language you want. Not only in german. And if you have questions about that you can contact me with email:

Permissions:
VIBRATE
Allows access to the vibrator. Feedback for detected shake.
SYSTEM_ALERT_WINDOW
Allows an application to open windows using the type TYPE_SYSTEM_ALERT, shown on top of all other applications.
WAKE_LOCK
Allows using PowerManager WakeLocks to keep processor from sleeping or screen from dimming
INTERNET
Allows applications to open network sockets.

Allows applications to access information about networks (for advertisement)
READ_PHONE_STATE
Allows read only access to phone state.
